I need help I had an overpayment that I paid then got a waiver for the amount they took and they are supposed to refund me the money back and they sent me a letter in the mail of the amount they were refunding

Did you ever figure this out? I have a letter coming today and on beacon says my waiver was approved! I already paid my overpayment! Will they refund it?
I received a check today but I can’t even cash it!! Tried my bank and Walmart they all just keep saying it’s been declined! So they send me a check I can’t even cash?
